Load: Re-add `class-wp-upgrader-skins.php`.

`class-wp-upgrader-skins.php` is occasionally included directly by custom external code, so should continue to be available. This is deprecated in favour of including `class-wp-upgrader.php`, instead.

Revert of [38379].
