python-pycli: new package

[Thomas:
  - rewrap too long lines in Config.in help text
  - add missing upstream URL in Config.in help text
  - add missing hash file
  - fix the licensing informations, which were incorrect
  - remove duplicate <pkg>_SETUP_TYPE definition.]
